New Delhi (Press Report : Mutiur Rehman Aziz) The arrest of Dr. Nowhera Sheikh, Chief Executive Officer (CEO) of Heera Group of Companies, on May 27, 2025, by the Central Crime Station (CCS) of Hyderabad from the outskirts of Delhi has raised serious concerns and questions not only in legal circles but also among the general public. The arrest not only appears to be illegal but is also being seen as a systematic attempt at harassment and conspiracy, aimed at harming the interests of the investors of Heera Group and tarnishing the reputation of Dr. Nowhera Sheikh. This report will shed light on the background, legal flaws, and possible motives behind this arrest. Dr. Nowhera Sheikh was arrested on the basis of an FIR, under which the complainant had already been paid money four years ago, and bail had already been obtained on this FIR. Despite this, Dr. Nowhera Sheikh was arrested from Delhi on a non-bailable warrant issued by the Nampally Court in Hyderabad. The arrest came at a time when she was preparing to deposit Rs 25 crore as per the Supreme Court order, and the order was still a month away from expiry. It is worth mentioning that the Supreme Court had initiated the process of selling five plots of land to the investors of the Heera Group under the supervision of the Enforcement Directorate (ED). In this context, the arrest of Dr. Nowhera Sheikh seems unnecessary and suspicious.
The arrest of Dr. Nowhera Sheikh can be declared illegal due to several legal flaws, such as processing of the amount already paid, payment had been made to the complainant four years ago under the FIR that formed the basis of the arrest. In such a situation, re-processing of this FIR is not legally correct. Arrest despite bail, Dr. Nowhera had already been granted bail in the said FIR. However, issuing a non-bailable warrant and carrying out the arrest is a clear violation of due process. Violation of the orders of the Supreme Court, the Supreme Court had given clear instructions to pay the investors, and Dr. Nowhera Sheikh was busy implementing it. Nevertheless, the arrest a month ago is not only against the respect of the Supreme Court but also raises questions about the due process. Unnecessary haste, the CCS made the arrest without waiting for the 90-day deadline set by the Supreme Court, which indicates that there was a specific purpose and conspiracy behind this action.
This arrest seems to be more of an attempt at harassment than a mere legal action. There could be several possible motives behind this, delay in the payments of investors, thousands of investors associated with the Heera Group are waiting for their money back. The arrest of Dr. Nowhera may stall this process, as she was monitoring the process of payments. This arrest may be an attempt to harm the interests of investors. CCS’s failures are being covered up, CCS is possibly taking this action to cover up its shortcomings or failures. The release of Dr. Nowhera Sheikh may reveal some facts that may cause problems for CCS. Land mafia or corrupt elements influence, Reports indicate that land mafia or corrupt leaders may be behind this arrest, who want to seize valuable lands of Heera Group. This arrest may be a tactic to stop the process of land sale under the supervision of ED. Damage to Dr. Nowhera Sheikh’s reputation, Dr. Nowhera Sheikh is a well-known businesswoman and a famous social activist. Her arrest may be an attempt to damage her reputation, which may weaken her business and social popularity.
Investors of Heera Group, who invested their savings in Heera Group, are now in deep trouble. The payment process had started as per the Supreme Court’s directions, but the arrest of Dr. Nowhera Sheikh has stalled this process. This arrest is a major setback, especially for investors who have approached the Serious Fraud Investigation Office (SFIO) or the courts. This action by the CCS makes it clear that the real purpose of this arrest may be to delay or completely stop payments. The arrest of Dr. Nowhera Sheikh is not only legally dubious but also appears to be an act of harassment and an attempt to harm the interests of investors. The CCS should clarify the justification for this arrest and prove that it was not done to fulfill the agenda of any land mafia or corrupt leader. At the same time, immediate steps should be taken to ensure the payment of investors’ money. If the CCS fails to prove the justification for its action, it will not only cast a question mark on the legal system but will also hurt the confidence of thousands of investors. It is imperative to meet the requirements of transparency and fairness in this matter so that justice can be done to Dr. Nowhera Sheikh and the investors of the Heera Group.
